There are links in this Thread for the game and an english translation.
In this German thread you will always (hopefully) find the newest version: Stranded II Alpha Download
You don't have to understand German. You just have to look for a download button
Another (complicated) way: Look into the download statistics of Unreal Software. There you'll find the most popular downloads of US. Look for a file which is named like "s2a0026.rar" (where s2 stands for Stranded II, a for alpha and the number for the version). Pick the most recent version.

PS: Remember that Stranded II is in a alpha state. This means that Stranded II is not finished!
