Uhm. If a weaponshop runs out of ammo I'll grab another weapon (if you spoke of shotgun shells) and search somethins that's good to defend. Or get a meele weapon

as mentioned , zombies cant swim or fly , the millitary can sent a boat , and they can pretty much murder zombies without any problems , or a helicopter , unless the zombies are supernatural and can fly , i don't see why helicopters cant take out a town containing zombies , providing they have enough bullets , helicopters/boats are a tool of destruction to zombies

and civilans can abuse the fact zombies cant swim and go out in a boat , which can pretty much last them a long time(if they have enough food and water , or they are good at fishing)

first zombies cant climb,can they?
second zombies cant cut through metal,can they?
third if they get squished with a tank or car they cant live,can they?
and yeah one thing more
zombies can only perform 2 functions
hunt and eat
